Minutes of the Planning Meeting of Northwood Parish Council, held in Northwood WI Hall, Newport Road, Northwood, Isle of Wight on Monday, 1 August 2016
Present: Councillors David Jaggar (Chairman), Paul Fuller, John Pullen, Chris Riddet and Derek Smith
There were five members of the public present.
01/16-17 To receive and approve any apologies for absence
Apologies had been received from Cllrs John Nicholson, Malcolm Nicholson and John Ward.
02/16-17 Declarations of Interest
There had been no written requests received for Dispensation on items forming the agenda.
Cllr Paul Fuller declared a personal interest in Minute No 05/16-17 a. v., as he was a very near neighbour.
Cllr Paul Fuller also declared that he was a member of the IW Council’s Planning Committee.
Cllr John Pullen declared a personal interest in Minute No 05/16-17 a. v., as he was a near neighbour.
Cllr David Jaggar declared a personal interest in Minute No 05/16-17 a. vii., as he knew the agent involved with the application, Mr Tony Flower, quite well and had attended a social event the previous week, which had also been attended by Mr Flower.
03/16-17 To confirm and authorise the Chairman to sign the Minutes of the meeting held on 15 September 2015
RESOLVED :
THAT the Minutes of the meeting held on 15 September 2015 be confirmed and the Chairman authorised to sign them on behalf of the Parish Council.
04/16-17 The notes of the meeting held on 19 July 2016
The notes of the meeting held on 19 July 2016, were noted.
05/16-17 Town and Country Planning
a. To consider the following planning applications received and make comments in accordance with the guidance for material planning considerations listed at

i. TCP/24593/B land between 28 and 30 Oxford Street, Northwood – Proposed detached dwelling; formation of vehicular access; parking
The owner of 30 Oxford Street was present and addressed councilors, providing a brief summary on the recent history, including details of ownership, of the land in question. An explanation as to the reasons for his objections to the application were also outlined. The resident, at 28 Oxford Street, voiced her concerns with regard to the application. She also highlighted that the plans, attached to the application, were incorrect as the garage shown at 28 Oxford Street had now been demolished, to enable the building of a two storey side extension to take place.
Cllr Fuller advised that based on the information provided at the meeting he would support refusal of the application.
RESOLVED :
THAT Northwood Parish Council raises a number of objections with regard to the application TCP/24593/B on land between 28 and 30 Oxford Street, Northwood:
• the proposal by reason of its size would be an overdevelopment of the site, out of scale and character with existing residential properties on the northern side of Oxford Street;
• the footprint of the site was too small for such a proposal and would have a detrimental impact on the appearance of the street scene;
• the proposal was set back from the building line of adjacent properties, exacerbating the detrimental, intrusive effect on the loss of light, amenities and privacy of the neighbouring residential properties at 28 and 30 Oxford Street, Northwood;
• the proposal was contrary to Policy DM2 of the Island’s Local Strategy Plan.
ii. TCP/32721 10 Horseshoe Close, Northwood – Demolition of garden room; proposed replacement garden room
RESOLVED :
THAT Northwood Parish Council raises no material planning objections to the application TCP/32721 at 10 Horseshoe Close, Northwood.
iii. TCP/32719 Somerton Industrial Park, Newport Road, Cowes – Proposed storage container for Unit 4
RESOLVED :
THAT Northwood Parish Council raises no material planning objections to the application TCP/32719 at Somerton Industrial Park, Newport Road, Cowes.
iv. TCP/11391/M land adjacent 263 Newport Road, Northwood – Proposed building to form micro-brewery; alterations to vehicular access to include erection of gates; parking (revised plans)(re-advertised)
RESOLVED :
i. THAT Northwood Parish Council raises no material planning objections and continues to welcome the proposal as set out in the revised application TCP/11391/M on land adjacent 263 Newport Road, Northwood;
ii. THAT should planning approval be granted planners be recommended to consider including a Condition for soft landscaping to be undertaken, to improve the visual impact on the street scene.
v. TCP/01283/B 70 Wyatts Lane, Northwood – Demolition of existing conservatory; proposed rear extension to form additional living accommodation
Cllr Fuller, having declared a personal interest in the following item, left the meeting prior to any discussion or decision thereon.
RESOLVED :
THAT Northwood Parish Council raises no material planning objections with regard to the application TCP/01283/B at 70 Wyatts Lane, Northwood.
Cllr Fuller returned to the meeting room.
vi. TCP/28471/A land bounded by River Medina/Cowes Youth Centre/Medina Road/Thetis/Pelham Road/Artic Road, Cowes – Hybrid planning application for mixed-use re-development to provide up to 535 residential units and up to 18630 sqm of non-residential floor space and associated new public realm works, landscaping, re-construction of the sea wall and new public slipway. Comprised of the following elements:
Full planning permission for demolition of existing buildings and partial demolition of J Samuel White building; re-development of Phase 1 at northern end of site comprising construction of 3 building clusters (total of 9 buildings) to provide:
1. Up to 256 residential units
2. Up to 460 sqm of flexible retail, financial and professional services, food and drink floor space (A1-A4 uses)
3. Up to 493 sqm of flexible restaurant or bar floor space (A3/A4 use)
4. Up to 1238 sqm of office and flexible workspace (B1 use)
5. Up to 689 sqm of flexible retail, financial and professional services, food and drink, office and community use floor space (A1-A4, B1 and D1 uses)
6. Up to 242 basement car parking spaces
7. Up to 287 cycle parking spaces together with access, new public routes, piazza and associated landscaping treatment, re-construction of sea wall and refurbishment of former J Samuel White offices and Hammerhead Crane.
Outline planning permission for development at the southern end of site to provide:
1. Up to 279 residential units
2. Up to 631 sqm of flexible retail, financial and professional services, food and drink floor space (A1-A4 uses)
3. Up to 616 sqm community/museum use floor space (D1 use)
4. Up to 447 sqm Marine Training accommodation (B1 use)
5. Up to 14549 sqm of marine industrial space and storage (B2/B8 use)
6. Up to12288 sqm of basement floor space for associated car parking and plant area. together with access, new public routes and associated landscaping treatment, re-construction of sea wall and new public slipway
Reference was made to the very, many documents and appendices relating to the application.
Cllr Fuller advised that based on the information provided at the meeting he would support refusal of the application.
Cllr Fuller also abstained from voting on Resolution vii, the request for an Examination in Public of the proposed Medina Valley Action plan to be undertaken, as a matter of urgency.
RESOLVED :
i. THAT having regard to the proposed amount of residential development set out in the application TCP/28471/A land bounded by River Medina/Cowes Youth Centre/Medina Road/Thetis/Pelham Road/Artic Road, Cowes, Northwood Parish Council is extremely concerned about the traffic implications along the Newport Road to St Mary’s roundabout and beyond to the Coppins Bridge gyratory system, with their particular concern centered on the implications for the junction of Newport Road and Nodes Road, Northwood;
ii. THAT having regard to the wording of Policy MVTI1: Highway Infrastructure in the emerging Medina Valley Area Action Plan, the Parish Council is concerned that there appears to be no recognition in the planning application and supporting documents that any improvements to the Nodes Road/Newport Road junction will be required to cater for such traffic implications, although it is currently agreed, in documents previously circulated by the IW Council, that this junction is at or approaching near capacity;
iii. THAT should the application be approved, then Northwood Parish Council requests for a Condition to be included seeking a contribution of s106 monies towards major junction improvements to alleviate the potential traffic flows at the junction of Nodes Road/Newport Road, Northwood;
iv. THAT the housing aspects of the proposed development seem to conflict with Policy MVE3; Employment Sites with Water Access, in that there will be some loss of employment use;
v. THAT Northwood Parish Council considers the proposal to be too focused on providing residential housing and not sufficiently focused on providing marine and maritime industries;
vi. THAT an Action Plan should be drawn up setting out as to where these businesses could be relocated to;
vii. THAT the IW Council be requested to undertake an Examination in Public of the proposed Medina Valley Action plan, as a matter of urgency, so to provide a level of certainty with regard to the economic development of the Island.
vii. LDC/12766/b 222 Newport Road, Northwood – Lawful Development Certificate to establish compliance with condition 4 of TCP/12766A/7936 to establish legal commencement of works for this development
Cllr Jaggar, having declared a personal interest in the following item of business, left the meeting room prior to any discussion of decision thereon.

RESOLVED :
THAT Northwood Parish Council raises no material planning objections in respect of the application LDC/12766/b at 222 Newport Road, Northwood.
Cllr Jaggar returned to the meeting room and resumed the chair.
b. The following decision taken by the Local Planning Authority since the last meeting of the Parish Council, was duly noted
TCP/06347/A 29 Coronation Avenue, Northwood – Conditional Planning approval for a single storey rear extension to provide additional living accommodation; alterations; proposed porch; single storey extension to garage
