NORTHWOOD PARISH COUNCIL
Minutes of the Meeting of Planning Committee, held in the Women’s Institute Hall, Northwood, Isle of Wight on Tuesday, 18 August 2009.
Present: Councillors Peter Brooker (Chairman), John Pullen (Vice Chairman), Colin Cramp, Marie Ely, Roger Mazillius, Colin Palmerton, Eileen Turner-Palmerton
In attendance:
Barbara Herbert (Clerk and RFO)
There were no members of the public present.
1. Apologies
Apologies had been received from Cllr Paul Fuller.
2. Declarations of Interest
Cllr M Ely declared a personal interest in Minute No 4 a ii, as she was a friend of the applicant and a personal interest in Minute No 4 a iii, as she was a member of the Friends of Northwood Cemetery.
Cllr J Pullen declared a personal interest in Minute No 4 a iii, as he was a member of the Friends of Northwood Cemetery.
Cllr P Brooker declared a personal interest in Minute No 4 a i, as he knew the applicant.
3. Minutes of the Meeting held on 18 November 2008
RESOLVED :
THAT the Minutes of the Meeting held on 18 November 2008 be confirmed as a true record and that the Chairman be authorized to sign the Minutes on behalf of the Council.
4. Town and Country Planning
a. Consideration was given to the following applications received and comments made in accordance with the guidance for material planning considerations listed at

i. TCP/29764 16 Oxford Street, Northwood, PO31 8PT – Demolition of existing conservatory; Proposed single storey rear extension and internal alterations
RESOLVED :
THAT this Parish Council raises no material planning objections.
ii. TCP/29304/B 53 Pallance Road, Cowes, PO31 8LW – Single storey extension to form swimming pool with shower room and plant room, glazed roof covered patio area

iii. LBC/29783 Northwood Cemetery, Newport Road, Cowes – Listed Building Consent for proposed under-pinning and temporary stabilization of mortuary building
During the discussion Cllr R Mazillius declared a personal interest in the matter as he was a member of the Friends of Northwood Cemetery.
RESOLVED :
THAT this Parish Council raises no material planning objections.
b. The following decisions taken by the Local Planning Authority since the last meeting were noted:
i. TCP/17087/A 380 Newport Road, Cowes, PO31 8PP – Conditional Planning Approval for a proposed pitched roof to existing conservatory; single storey rear extension to enlarge kitchen; resurface existing parking/turning area
ii. P/29443 Skinners Farm, Pallance Road, Cowes, PO31 – Conditional Planning Approval for the demolition of farmhouse; outline for replacement of existing derelict farmhouse; full permission for construction of 2 barns; use of farmhouse related to agriculture (corrected description)
iii. TCP/29639 3 Uplands Road, Cowes, PO31 8AH – Conditional Planning Approval for replacement of existing flat roof on garage with pitched
iv. TCP/11423/E 133 Pallance Road, Cowes, PO31 8LS – Conditional Planning Approval for alterations & conversion of garage into utility & shower room to include raising height of flat roof
v. TCP/29713 25 Fieldway Crescent, Cowes, PO31 8AJ – Conditional Planning Approval for a single storey extension on front elevation with pitched roof extending over existing flat roof extension
vi. P/00874/09 – A/02500 bus shelter adjacent 9 & 11, Nodes Road, Cowes, PO31 – Conditional Planning Consent to display 1 x internally illuminated double sided advertising panel to be positioned on side of proposed bus shelter
During the discussion on this item Councillors expressed their disappointment that the objections raised by the Parish Council, in that the application appeared to not be consistent with the aims of the Eco Island energy conservation policy, had not been taken into account. However, it was pointed out that this reason was not a material planning objection, making the objections raised not substantive to sustain. The clerk mentioned a telephone conversation she had held with Mr Kevin Burton, of the IW Council. She was instructed to contact Mr Burton to ask that a formal request be sent, which would then be considered at the next meeting of the Parish Council.
5. Town and Country Planning Act 1990 – Tree Preservation Order 2007
The letter from the IW Council, dated, advising that, following a site visit on 10 August 2009, consent has been granted for works at 16 Nodes Road, Northwood, Cowes to T1 Sycamore, situated as detailed in the application, to reduce the canopy size by one third, was noted.
