You are hereby summoned to attend an ordinary meeting of Northwood Parish Council, to be held at WI Hall, Northwood, Isle of Wight on Tuesday, 7 April 2009 commencing at 7.45 pm* for the transaction of the business set out in the agenda below.
Members of the public and press are welcome to attend.

The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 7.45 pm for the duration of 15 minutes, if necessary. This provides an opportunity for any member of the public to ask questions of members of the Parish Council.
AGENDA
1. To receive and approve any apologies for absence.
2. To receive any declarations of Members’ interests in items on the agenda.
3. To confirm and authorise the Chairman to sign the Minutes of the previous meeting of the Parish Council held on 3 March 2009 (Paper A)
4. To receive any matters arising on the Minutes, not requiring a resolution
5. To receive a report by the Local Safety Neighbourhood Officer, plus an opportunity to discuss local policing priorities
6. To receive a report from Jacqui Darby, the Environment and Neighbourhood Officer for Northwood
7. To consider and make comment on the application for Street Trading Consent received in respect of a Mobile Trader, The Old Mill, 46 Solent Village, Thorness Bay, PO31 8NJ for all days 10.30 am – 6.30 pm, commencing on 8 April 2009, for a period of 3 months covering various streets in Cowes, Northwood, Gunville and Pan Estate selling various confectionary items.
8. To give consideration to utilising the Community Service Restorative Justice scheme – Cllr Mazillius
9. To consider what action to take, if any, in respect of the Calor Village of the Year competition (Paper B)
10. To consider the request received from the Northwood Community Partnership for a donation towards the hire of Northwood Primary school (Paper C)
11. To consider the setting up of a Working Party to review the Parish Council’s standing orders and financial regulations in advance of the Annual General Meeting in May.
12. To consider what response, if any, to make with regard to the following consultations:
a. The IWC’s draft Planning Enforcement Policy (Circulated by email on 19 March), comments requested by 6 April
b. The UK consultation on European Commission proposal on bus and coach passenger rights. (Circulated by email on 9 March 2009)
13. To receive an update on the Million Blooms project (Paper D)
14. To receive an update on the Big Tidy Up event

To consider the purchase of the Local Council Review, the quarterly official publication of the National Association of Local Councils at a cost of £13.50 per annum (a sample copy was circulated by email on 31 March and a further copy can be viewed at www.nalc.gov.uk/Publications) (Paper E)

i. To receive the interim budget statement up to March 2009 and the bank reconciliation with Statement No 8 (Paper F)

PUBLIC SPEAKING
In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.
When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
