Clerk to the Council
The Ordinary meeting of Northwood Parish Council, to be held in the School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 6 October 2015 commencing at 6.30 pm, for the transaction of the business as set out in the agenda below. The meeting of the Parish Council will commence immediately after the Public Forum, which will be for the duration of 15 minutes, if necessary. This provides an opportunity for any member of the public to ask questions of members of the Parish Council.
Members of the public and press are welcome to attend.

AGENDA
1. To receive and approve any apologies for absence
2. Members Interests
To receive any declarations of Members’ interests and written requests for Dispensations on items forming the agenda
3. To receive a report on any local safety neighbourhood issues occurring since the last meeting held of the Parish Council
i. Cowes Neighbourhood Police team (Paper A1 – to follow)
ii Speeding in Nodes Road (Paper A2)
4. To welcome and receive a presentation from Sarah Hussey, the Head Teacher of Northwood Primary school on Chimp Management or otherwise known as Mind Management, which was devised by Prof Dr Steve Peters and employed in our Olympic successes
5. To confirm and authorise the Chairman to sign the Minutes of the previous meeting of the Parish Council held on 1 September 2015 (Paper B)
6. To receive any matters arising on the Minutes, not requiring a resolution

a. To approve the Minutes of the meeting of the Planning Committee held on 15 September (Paper C)
b. To consider the following planning applications received and make

c. To note the decisions taken by the Local Planning Authority since the last meeting of the Parish Council
i. TCP/32097/A Unit 25 to 26, Somerton Industrial Park, Northwood – Conditional Planning Permission for the Change of Use of industrial units to Use Classes D1 and B8
ii. TCP/14203/E Chawton Farm, Chawton Lane, Northwood – Conditional Planning Permission granted for the variation of condition No 4, on P/01481/12 – TCP/14203/E to allow for a permanent access track
8. To confirm that the Register of Interests form of Cllr Fuller is in order and correct
9. To receive the oral report of Cllrs J and M Nicholson advising on the recommended picnic table for the play park area, taking into account quality and best value
10. To receive an update on the proposed application for funding to ensure compliance with the Transparency Code for Smaller Councils which came into effect in April 2015 (Paper D)
11. To consider the cost of re-instating the football pitch area, following the move of the football posts to a new position (Paper E)
12. To approve the purchase of winter planting for the tubs and planters around the village
13. Consultations – Local Council Tax Reduction scheme (Paper F)
14. To note the comments made in the Best Kept Village awards mark sheet (Paper G)
15. To receive a report on the joint meeting with representatives of Cowes Town Council and Gurnard Parish Council held on 9 September – Cllr Riddet
16. To receive an update on the Big Pathwatch initiative aimed at motivating communities to survey the rights of way network – Cllr Pullen
17. To receive an oral progress report on the revision of the “Welcome to Northwood” booklet – Cllr Riddet

PUBLIC SPEAKING
In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.
When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
