The Ordinary Meeting of Northwood Parish Council, to be held in the School Hall at Northwood Primary School on Tuesday, 4 June 2013 commencing at 6.30pm.

The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 6.30 pm for the duration of 15 minutes, if necessary. This provides an opportunity for any member of the public to ask questions of members of the Parish Council.

AGENDA

1. To receive and approve any apologies for absence
2. To confirm that the signed Declarations of Acceptance of Office from Cllrs Mew & Nicholson have been received
3. Co-opted Councillors
a. To consider applications received and approve the appointments to the positions of co-opted councillor
b. To receive their declaration of acceptance of office and their signed register of financial interests
4. To receive any written declarations of Members’ interests and Requests for Dispensations on items forming the agenda.
5. To receive a report by the Local Safety Neighbourhood Officer, plus an opportunity to discuss local policing priorities

6. To confirm and authorise the Chairman to sign the Minutes of the previous meeting of the Parish Council held on 7 May 2013 (Paper A)
7. To receive any matters arising on the Minutes, not requiring a resolution
8. To welcome officers of the IW Council’s Planning and Regulatory Services to discuss proposals on
a. Settlement Boundaries, Settlement Coalescence and Green Gaps – Oliver Boulter, Team Leader, Policy & Conservation
b. Housing Needs Surveys and Strategic Housing Land Availability Assessment. – Peter Griffiths, Principal Officer, Housing Policy (Paper B refers)
9. To confirm that the Members’ Register of Interests of Cllrs Fuller, Mew and Nicholson were in order and complete
10. To approve the Minutes of the Annual Meeting of the Parish held on 21 May 2013 and to consider any matters arising from the meeting (Paper C)
11. Town and Country Planning
a. To elect the Chairman of the Planning Committee
b. To note the decisions taken by the Local Planning Authority since the last meeting of the Parish Council
i. TCP/24497/D 129 Wyatts Lane, Northwood – Conditional Planning Permission for a single storey side extension to form garage
ii. A/00035/K BAE Systems (Defence Systems) Ltd, Newport Road, Cowes – Conditional Approval for Consent to Display Advertisements for ALDI Stores Ltd
c. To note that the IW Council has received amended plans for application TCP/21760/Y BAE Systems (Defence Systems) Ltd, Newport Road, Cowes –For the removal of condition No 23, which restricts the times of deliveries to/dispatches from the approved retail foodstore. The amended plans are considered to be a minor revision to the scheme and have therefore been approved under delegated procedures with no further comments required.
12. To consider and comment on the Application received for a Premises Licence for Northwood County Show, Newport Road, Northwood, on 29 June. The application details are available at www.iwight.com/licensing.
13. To give further consideration to the matter of Dog Waste at the junction of the Medham footpath/cycle track (Paper D)
14. To give consideration to the extract of the meeting of the Parish Council held on 4 December regarding seating along the cycle track (Paper E)
15. To receive an update on the suggestion to move the Twinning signs nearer to the boundary with Cowes – Cllr J Pullen
16. To receive progress reports from Working Party leads
a. Traffic and Transport Issues Working Party – Cllr C Riddet
b. Northwood in Bloom Working Party –– Cllr J Pullen
c. Parish Plan Working Party – Cllr P Fuller
17. To receive the report for information of Cllr J Nicholson, the IWC Ward Member for Cowes South and Northwood (Paper F)
18. To receive an update on the meeting of the Executive Committee of IW Association of Local Councils held on 16 May – Cllr C Riddet
19. To receive a report on the meeting of the Community Waste Advisory Group held on 23 May – Cllr D Smith

PUBLIC SPEAKING

In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.
When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.

It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
