The ordinary meeting of Northwood Parish Council, to be held in the School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 5 November commencing at 6.30 pm, for the transaction of the business as set out in the agenda below.


Members of the public and press are welcome to attend.


The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 6.30 pm for the duration of 15 minutes, if necessary.  This provides an opportunity for any member of the public to ask questions of members of the Parish Council.



1. To receive and approve any apologies for absence
2. Members’ interests
To receive any declarations of Members’ interests and written requests for Dispensations on items forming the agenda
3. To receive a report by the Local Safety Neighbourhood Officer, plus an opportunity to discuss local policing priorities
4. To confirm and authorise the Chairman to sign the Minutes of the previous meetings of the Parish Council held on 1 October 2013 (Paper A)
5. To receive any matters arising on the Minutes, not requiring a resolution
6. Town and Country Planning
a. To approve the Minutes of the Planning Committee held on 15 October (Paper B)
b. To consider the following applications received and make comments in accordance with the guidance for material planning considerations listed at
i. TCP/30062/D Northwood Primary School, Wtyatts Lane, Northwood – Continued siting of double mobile classroom used as a playgroup/nursery (revised plans)(re-advertised application)
ii. TCP/05982/L Hillisgate Riding Stables, Hillis Gate Road, Newport – proposed stable block and tack room (revised description, change of application type, application details remain as per previous application)(re-advertised application)
iii. Gurnard Parish application TCP/31638 land fronting Place Road including land to the side and rear of 47 – 11A Place Road and to the rear of The Heritage to Shepards Hay, Tuttons Hill and access off Place Road, Gurnard – Outline for 99 dwellings; formation of vehicular access and associated works off Place Road
c. TCP/31003 Two wind turbines on land at HMP Camp Hill, Parkhurst Road, Newport – To note that the IW Council have advised of the third re-advertisement of this application after receiving further Environmental Information in respect of ecological surveys from the applicants.  These are available on  Previous comments will be taken into account.  Councillors are to consider if they wish to make any additional representations.
7. To give thought to the taking over of any of the IW Council’s assets or in the provision of services within Northwood (Paper C to aid discussion, will be circulated by email)
8. To consider the recommendations of the Precept Working Party (Paper D)
9. To consider if improvements are required to the football pitch on the playpark
10. To consider the allocation of Areas of Special Responsibilities to councillors – Cllr Fuller (Paper E)
11. To give consideration to adopting the same Code of Conduct and Register of Interests form as the IW Council (Paper F)
12. To respond to the Survey on Sustainability Measures (Paper G)
13. To receive an update on action, if any, that can be taken to prevent inconsiderate parking around the village – Cllr Nicholson
14. To note the response from Neil Perry, the IW Council’s Environment Officer for Northwood in respect of a complaint of dog fouling on the playpark (Paper H)
15. To receive progress reports from Working Party leads
a. Traffic and Transport Issues Working Party – Cllr Riddet (Paper I)
b. Northwood in Bloom Working Party –  Cllr Pullen (Paper J)
c. Parish Plan Working Party – to approve the draft Northwood Neighbourhood Plan Housing Survey – Cllr Fuller (Paper K)
d. Emergency Plan Working Party – Cllr Smith
16. To receive the report for information of Cllr Nicholson, the IWC Ward Member for Cowes South and Northwood – (Paper L)
17. To receive a report on the meeting of the Community Waste Advisory Group held on 4 September – Cllr Smith
18. Clerk’s Report
i. To receive the interim budget statement to the end of October 2013 and the bank reconciliation with Statement No 63 (Paper  M)
ii. To approve, retrospectively, payment of cheque No 000335, £166.03, Ryde House Nurseries, Winter Planting in place of cheque No 000334, for £238.60, which has now been cancelled
iii. To authorise payment of the following cheques:
000336, £47.50, Mrs B Herbert, Clerks Expenses
000337, £21.00, Chale Parish Council, Photocopying
000338, £50.00, Womens Institute, donation towards cost of renewing windows to the WI Hall
iv. To approve for Cllr Smith to attend the training sessions organised by East Cowes Town Council on 15, 22 and 29 November and to agree a suitable donation towards the costs
v. To consider the grant application  on behalf of the Rainbow Guide Unit (Paper N)

In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.
When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
