The ordinary meeting of Northwood Parish Council, to be held in the School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 9 October 2014 commencing at 6.30 pm, for the transaction of the business as set out in the agenda below.

AGENDA

1. To receive and approve any apologies for absence
2. Members’ interests
To receive any declarations of Members’ interests and written requests for Dispensations on items forming the agenda
3. To receive a report on behalf of the Local Safety Neighbourhood team, plus an opportunity to discuss local policing priorities
4. To confirm and authorise the Chairman to sign the Minutes of the previous meeting of the Parish Council held on 2 September (Paper A)
5. To receive any matters arising on the Minutes, not requiring a resolution
6. Town and Country Planning
a. To consider the following planning applications received and make
comments in accordance with the guidance for material planning
considerations listed at http://www.iwight.com/council/departments/planning/appsdip/MakingCommentsInfo.aspx
i. TCP/31184/D 56 Pallance Road, Northwood – Proposed single storey extension on west elevation to provide utility room, porch and conservatory
ii. TCP/32009 25 Wyatts Lane, Northwood – Demolition of single storey rear extension; proposed single storey extension on rear elevation to form kitchen and lounge/dining area on ground floor with ensuite bedroom and bedroom within roof space; dormer window on front elevation; glazed balcony on rear elevation; alterations to vehicular access and parking area
iii. TCP/32021 3 Fieldway Crescent, Northwood – Demolition of porch and garage; single storey side extension to provide dining room, bathroom, wc and additional bedroom
b. To note the decisions taken by the Local Planning Authority since the last meeting of the Parish Council
i. TCP/ Travellers Joy, Pallance Road, Northwood – Conditional Planning Permission for the retention of the portacabin for use as kitchen and associated facilities
ii. TCP/ 46 Pallance Road, Northwood – Conditional Planning Permission for the variation of Condition No2 on TCP/09452/A – to allow internal alterations and dormer window on side elevation
7. Northwood Post Office service
i. To note the response received from the Post Office Ltd and further letter sent by the clerk (Paper B)
ii To receive an update from the Northwood Post Office Working Party and to consider any further action, so that the service is not lost to the village – Cllr Nicholson
8. To note the responses of Parish & Town Councils to the letter from Mr A Minns, the IW Council’s Strategic Manager Recreation, Leisure And Public Spaces and to take a decision on the funding request with regard to the Beach Cleaning contract, as outlined (Paper C)
9. To consider the report suggesting the provision of picnic tables on the play park area – Cllr Fuller (Paper D – to follow)
10. To consider the quotations for the clearance of the unwanted and over grown plants in the two flower beds at the top of Uplands Road (Paper E)
11. To consider the quotations received for the purchase of winter planting for the tubs and planters around the village (Paper F)
12. To consider details of the new Local Award Scheme, which is due to replace the Quality Council Scheme in January 2015 (Email circulated on 22 September)
13. To indicate your views on a suggested proposal for Cowes Thursday bin collection day to be changed with Northwood’s Monday collection day
14. To receive an update on the meeting on Planning for the future of the Medina Valley held on 1 October 2014 – Cllr Jaggar
15. To receive progress reports for information from Working Party leads
a. Traffic and Transport Issues Working Party – Cllr Riddet
b. Northwood in Bloom Working Party – Cllr Pullen
c. Parish Plan Working Party – Cllr Pullen

16. To receive a report on the meeting of the IWALC Executive Committee held on 18 September – Cllr Pullen (Paper G)
17. To receive the report for information of Cllr Nicholson, the IWC Ward Member for Cowes South and Northwood (Paper H – to follow)

a. Finance
i. To receive the interim budget statement to the end of September 2014 and the bank reconciliation with Statement No 74 (Paper I)
ii. To authorise respectively the following payment made with regard to the clerks salary:

iii. To authorise payment of the following cheques:

b. Administration
 i To note the Annual Audit, for the year ending 31 March 2014, has been approved by the External Auditor. BDO LLP agreed that the information provided was in accordance with proper practices and no matters gave any cause for concern that relevant legislation and regulatory requirements had not been met (Paper J
 ii To approve the amendment to Model Standing Order 3L, to take account of amendments to the Public Bodies (Admission to Meetings) Act 1960 by the Openness of Local Government Bodies Regulations 2014 on 6 August 2014 (Paper K)

PUBLIC SPEAKING
In accordance with Standing Order 3e, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.
When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
