The Ordinary meeting of Northwood Parish Council, to be held in the School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 7 July 2015 commencing at 6.30 pm,  for the transaction of the business as set out in the agenda below.  The meeting of the Parish Council will commence immediately after the Public Forum, which will be for the duration of 15 minutes, if necessary.  This provides an opportunity for any member of the public to ask questions of members of the Parish Council.

 

Members of the public and press are welcome to attend.

AGENDA
1. To receive and approve any apologies for absence
2. Members Interests
To receive any declarations of Members’ interests and written requests for Dispensations on items forming the agenda
3. To welcome and receive a presentation from Sarah Hussey, the Head Teacher of Northwood Primary school on Chimp Management, or Mind Management, which was devised by Prof Dr Steve Peters and employed in our Olympic successes
4. To confirm and authorise the Chairman to sign the Minutes of the previous meeting of the Parish Council held on 2 June 2015 (Paper A)
5. To receive any matters arising on the Minutes, not requiring a resolution
6. Town and Country Planning
a. To approve the Minutes of the meeting of the Planning Committee held on 16 June (Paper B)
b. To note the decision taken by the Local Planning Authority since the last meeting of the Parish Council
TCP/32262 125 Pallance Road, Northwood – Conditional Planning Permission for a single storey rear extension to enlarge living accommodation
c. To consider the Minutes of the meeting organised by IWALC on “How changes to the IWC Planning Services could impact on Town and Parish Councils held on 19 June and to consider any necessary action (Paper C)
7. To confirm that the Register of Interests form of Cllr Fuller is in order and correct
8. To consider any action required following the annual inspection of the Parish Council’s assets – Cllr Ward
9. To consider the report indicating potential changes to the list of areas of special responsibility for councillors – Cllrs Riddet and Jaggar (Paper D)
10. To consider the progress report on the provision of a picnic table on the play park area (Paper E)
11. To consider applying for funding to cover setting up of a parish council website and the purchase of a new printer/photocopier (Paper F)
12. To consider participating in the Big Pathwatch, an initiative aimed at motivating communities to survey the rights of way network (Paper G)
13. To receive an oral progress report on the revision of the “Welcome to Northwood” booklet – Cllr Riddet
14. To receive a report for information on Community Wellbeing – Cllr J Nicholson (Paper X)
15. To receive progress reports for information from Working Party leads
a. Traffic and Transport Issues Working Party – Cllr Riddet
b. Northwood in Bloom Working Party –  Cllr Pullen
c. Parish Plan Working Party – Cllr Pullen
d. Emergency Plan Working Party – Cllr Smith
16. To receive the report for information of Cllr Nicholson, the IWC Ward Member for Cowes South and Northwood (Paper H)

Finance
i. To receive the interim budget statement to the end of June 2015 and the bank reconciliation with Statement No 83 (Paper I)
ii. To authorise, respectively, the following payments made with regard to 000413, Community Action IW, £767.48, for the clerk’s salary, on  9 June
iii. To authorise payment of the following cheques:
000414, £99.62, Mrs B Herbert, Clerks Expenses
000415, £287.20, Go South Coast Ltd, Supply of a driver for Route 32 for Mondays
000416, £10.00, SLCC, Clerks attendance at training session on the new Audit Regulations
18. Correspondence – As per the list circulated to Councillors with the agenda and to be updated further at the meeting (Paper J)

PUBLIC SPEAKING
In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.
When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
