Dear Councillors
You are hereby summoned to attend the meeting of Northwood Parish Council, to be held in the School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on *Tuesday, 29 May 2012 commencing at 6.30 pm, for the transaction of the business as set out in the agenda below. 
Members of the public and press are welcome to attend.

The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 6.30 pm for the duration of 15 minutes, if necessary.  This provides an opportunity for any member of the public to ask questions of members of the Parish Council.

1. To receive and approve any apologies for absence.
2. To receive any declarations of Members’ interests in items on the agenda.
3. To receive a report by the Local Safety Neighbourhood Officer, plus an opportunity to discuss local policing priorities
4. To confirm and authorise the Chairman to sign the Minutes of the previous meeting of the Parish Council held on 1 May 2012 (Paper A)
5. To receive any matters arising on the Minutes, not requiring a resolution
6. Town and Country Planning
a To approve the minutes of the Planning Meeting held on 15 May 2012 (Paper B)
b. To consider the following application received and make comments in accordance with the guidance for material planning considerations listed at


i. TCP/31003 Two wind turbines with a maximum height (to vertical blade tip) of up to 125m; upgrade junction off Parkhurst Road; modifications  to existing access track; new access tracks; hardstanding areas; a control building, cabling, temporary construction compound and associated works.
ii. TCP/31004 250 Newport Road, Northwood – Single storey rear extension to provide dining room and bedroom on ground floor and additional living accommodation within roofspace
iii. TCP/09969/C Scout Hut, Wyatts Lane, Northwood – Demolition of existing storage hut/proposed storage hut
c. To note the decisions taken by the Local Planning Authority since the last meeting of the Parish Council:
d. To note the decision regarding works to trees protected by planning conditions at the rear of 6 Wyatts Close, Northwood (Paper C)
7. To approve the Minutes of the Annual Meeting of the Parish held on 15 May and to consider any matters arising (Paper D)
8. To consider the response from Peter Hayward to questions/concerns regarding road closures and roadworks (Paper E)
9. To consider the response from Cllr E Giles to councillors concerns over management changes at Southern Vectis (Paper F)
10. To consider the draft Code of Conduct produced by the IW Council and outline of proposed new complaint process (Papers G1 and G2)
11. Consultations
To give consideration to the following found at
a. IW Council’s SEN Alternative Provision – plans to relocate and expand the service
b. IW Fire & Rescue Service IRMP 2012 – 2015
12. To comment on the Northwood House Charitable Trust:   Charity Commission Reference C-312630-DHJR  (Paper H)
13. To note the Isle Of Wight Council (Various Streets, Isle Of Wight) (Width Restriction) Order No 2 2012, which came into force on 18 May 2012 (Paper I)
14. To receive progress reports from Working Party leads (Paper J)
a. Traffic and Transport Issues Working Party
b. Northwood in Bloom Working Party
c. Parish Plan Update Working Party
15. To receive the report for information of Cllr R Mazillius, the IWC Ward Member for Cowes South and Northwood (Paper K – to follow)
16. To receive an update on the IW Association of Local Councils  – Cllr J Ferris (Paper L)

a. Finance
i. To receive the interim budget statement to the end of May 2012 and the bank reconciliation with Statement No 46 (Paper M)
ii. To authorise payment of the following cheques:
 000268, £141.35, Mrs B Herbert, Clerks Expenses
 000269, £17.22 Chale Parish Council, Photocopying
 000270, £1,600.00, Friends of Northwood Cemetery, 50% of cost of replacement floor in East Chapel (to be reimbursed through the Economic Improvement Grant)
 000271, £2,000.00, Isle of Wight Community Bus Partnership, Grant from No 32 Bus Donations collected

b. Administration
i. To consider the letter from the Audit Commission regarding the appointment of BDO LLP as the external auditor for the next five years from 2012/13 (Paper N)
ii. To note arrangements for the distribution of the Jubilee mugs to pupils at Northwood Primary school
iii. To consider to cancel the meeting scheduled to take place in August

21. To undertake a brief review of the meeting.

In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.
When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
