Dear Councillors

You are hereby summoned to attend an ordinary meeting of Northwood Parish Council, to be held at WI Hall, Northwood, Isle of Wight on Tuesday, 7 July 2009 commencing at 7.45 pm for the transaction of the business set out in the agenda below. 

Members of the public and press are welcome to attend.

The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 7.45 pm for the duration of 15 minutes, if necessary.  This provides an opportunity for any member of the public to ask questions of members of the Parish Council.

1. To receive and approve any apologies for absence.
2. To receive any declarations of Members’ interests in items on the agenda.
3. To confirm and authorise the Chairman to sign the Minutes of the ordinary  meeting of the Parish Council held on 2 June 2009 (Paper A)
4. To receive any matters arising on the Minutes, not requiring a resolution
5. To receive a report by the Local Safety Neighbourhood Officer, plus an opportunity to discuss local policing priorities
6. To receive a report from Jacqui Darby, the Environment and Neighbourhood Officer for Northwood (Paper B)
7. Town and Country Planning
a. To consider the following applications received and make comments in accordance with the guidance for material planning considerations listed at
i. A/02500 Bus shelter adjacent 9 and 11 Nodes Road, Northwood – 1 x internally illuminated double sided advertising panel to be positioned on side of proposed bus shelter
ii. A/2501 Bus shelter adjacent 370 & 372 Newport Road, Northwood – 1 x internally illuminated double sided advertising panel to be positioned on side of proposed bus shelter
iii. A/2502 Bus shelter adjacent 2 Oxford Street, fronting Newport Road, Northwood – 1 x internally illuminated double sided advertising panel to be positioned on side of proposed bus shelter
iv. TCP/19392/B 66 Pallance Road, Northwood – Proposed dormer window to front elevation and revised Velux to other roof slopes
v. TCP/29713 25 Fieldway Crescent, Northwood – Single storey extension on front elevation with pitched roof extending over existing flat roof extension
vi. TCP/11423/E 133 Pallance Road, Northwood – Alterations and conversion of garage into utility and shower room to include raising height of flat roof
vii. TCP/04340/R land between the Travellers Joy and 83 Pallance Road, Northwood – Renewal of Outline for a chalet bungalow
viii. TCP/434O/S land between the Travellers Joy and 83 Pallance Road, Northwood –  Detached dwelling
8. To confirm arrangements for the small Tidy Up event scheduled for Thursday, 9 July 2009
9. To appoint a councillor and a deputy as the Parish Council’s Publicity Officer for the remainder of the ensuing year.
10. To consider if there is a need to replace planters in the Village and to provide an extra ‘Northwood’ sign for the bottom of Pallance Road – Cllr Pullen
11. To consider the report outlining support that the Parish Council could provide to the Northwood Community Partnership in the Calor Village of the Year competition – Cllr C Palmerton (Paper C – To follow)
12. To consider the email received from Mr & Mrs Berrow suggesting that an area in Uplands Road be retained as a wild flower meadow (Paper D)
13. To approve councillors attendance on the course being organised by the Rural Community Council on Community Led Planning ie parish plans, village design statements and engaging with your community, to take place on 15 July, in the Council Chamber, County Hall from 9.30 to 13.30 at a cost of £12 per delegate (Paper E)
14. To note the letter dated 11 June received from Mark Southwell, Independent Chair of the Ethical Standards Committee (Paper F)
15. Clerks Report
a. Administration
i. To consider payment of the invoice for £38.23, from Northwood Community Partnership for completion of the Million Blooms Garden at Somerton
ii. To approve that the clerk can undertake the Power of Well Being module of the Cilca qualification at a cost of £15.00 and to agree to cover the additional hours necessary to complete the training
b. Finance
i. To receive the interim budget statement to end of June 2009 and the bank reconciliation with Statement No 11 (Paper G)
ii. To authorise payment of the following cheques:
        000063, IW Council, Clerks Salary
        000064, £43.79, Mrs B Herbert, Clerks Expenses
        000065, £7.35, Chale Parish Council, Photocopying
        000066, £100.00, Friends of Northwood Cemetery, Grant for purchase of watering cans
        000067, £50, Mrs B Herbert, 4 gift tokens to replace cheque Nos 000015, 016,017 & 018.
iii. To consider the purchase of a Standard Life Fixed Rate Business Bonds earning a guaranteed 2.90% fixed gross until 12 Feb 2010
iv. As a consequence of the decision taken at the last meeting, to approve that the clerk can obtain authorisation of payment of any invoices received should a meeting not be held in August, providing that they fall within a previously approved budget.
16. To receive progress reports from Working Parties and to approve the recommendation of the Allotment Working Party (Paper H)
17. To receive the report of Cllr R Mazillius, the IWC Ward Member for Northwood (Paper I)
18. Correspondence.
        As per list circulated to Councillors with the agenda (Paper J)

21. To undertake a brief review of the meeting.





In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.

When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
