Dear Councillors

You are hereby summoned to attend an ordinary meeting of Northwood Parish Council, to be held at WI Hall, Northwood, Isle of Wight on Tuesday, 1 December 2009 commencing at 7.45 pm for the transaction of the business set out in the agenda below. 

Members of the public and press are welcome to attend.

The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 7.45 pm for the duration of 15 minutes,if necessary.  This provides an opportunity for any member of the public to ask questions of members of the Parish Council.
 
AGENDA

1. To receive and approve any apologies for absence.
2. To receive any declarations of Members’ interests in items on the agenda.
3. To confirm and authorise the Chairman to sign the Minutes of the ordinary meeting of the Parish Council held on 3 November 2009 (Paper A)
4. To receive any matters arising on the Minutes, not requiring a resolution
5. To receive a report by the Local Safety Neighbourhood Officer, plus an  opportunity to discuss local policing priorities
6. To receive a report from Jacqui Darby, the Environment and Neighbourhood Officer for Northwood

 

 

7. Town and Country Planning
a. To approve the Minutes of the Planning Meeting held on 17 November 2009 (Paper B)
b. To consider the following applications received and make comments in accordance with the guidance for material planning considerations listed at
   http://www.iwight.com/council/departments/planning/appsdip/MakingCommentsInfo.aspx
   TCP/04340/T Land between The Travellers Joy and 83 Pallance Road, Cowes – Detached dwelling (revised application)

c. To note the decisions taken by the Local Planning Authority since the last meeting of the Planning  Committee
i. TCP/29443/A Skinners Farm, Pallance Road, Northwood – Conditional approval of reserved matters for the development of a replacement agricultural worker’s dwelling
ii.TCP/24497/C land adjacent, 127 Wyatts Lane, Northwood – Conditional planning permission for a proposed  detached dwelling with parking; vehicular access
8. To consider if any further action is required in respect of the Northwood Forum
9. To approve the Guidance to Parish and Town Councils on Notifications (Paper C)
10.To comment on suggested proposals for inclusion in a Northwood Traffic Order that are recommended to be  monitored in the first instance (Paper D)
11.Northwood Community Partnership
a. To consider the letter dated 6 November requesting retrospective permission with regards to the planting of         the council’s troughs (Paper E1)
b. To consider the application for grant funding of £100 towards the Autumn plants (Paper E2)
c. To consider the appointment of up to two parish councillors on to the Northwood Community Partnership
12.To consider what response, if any, to make with regard to the following consultations:
   The Dog Exclusion (Isle of Wight) Order 2010 (Paper F)
13 To note the response from the Leader of the IW Council regarding the termination of the tripartite agreement (Paper G)
14.To consider the venue and start times of future meetings of the Parish Council
15.Clerks Report
a. Administration
i. To approve the continuing placement of up to 3 pages of news articles in the Northwood News, at a cost of  £279 for the 10 issues during 2010 (Paper H)
ii.To consider changing the date of the meeting in April, from the 6 to 13 April 2010.
b. Finance
i. To receive the interim budget statement to end of November 2009 and the bank reconciliation with Statement No 16 (Paper I)
ii.To authorise payment of the following cheques:

16 To receive progress reports from Working Parties and to consider the recommendations of the Allotment Working Party regarding a replacement padlock, the Precept Working Party on the draft proposals for the            precept for 2010-11 and the Northwood in Bloom Working Party regarding future arrangements (Paper J)
17.To receive the report of Cllr R Mazillius, the IWC Ward Member for Northwood (Paper K)
18.To receive an update on IWALC  – Cllr Pullen
19.Correspondence.
   As per list circulated to Councillors with the agenda (Paper L)

22.To undertake a brief review of the meeting.
23.To approve that in view of the confidential nature of the item of business to be discussed, it is advisable in the public interest that the public and press be excluded for the following item and they are instructed to withdraw – in accordance with Public Bodies (Admission to Meetings) Act 1960 s1(2) and Standing order no.63
24.To consider payment of the clerks additional hours worked, as an overtime payment, in accordance with  clause 13 of her contract of employment.

 

PUBLIC SPEAKING
In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.

When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
