Dear Councillors

You are hereby summoned to attend an ordinary meeting of Northwood Parish Council, to be held in the *School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 5 January 2010 commencing at 6.30 pm for the transaction of the business set out in the agenda below. 

Members of the public and press are welcome to attend.

The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 6.30 pm for the duration of 15 minutes, if   necessary.  This provides an opportunity for any member of the public to ask questions of members of the Parish Council.

1. To receive and approve any apologies for absence.
2. To receive any declarations of Members’ interests in items on the agenda.
3. To receive a presentation from Liz Mackenzie of the work  of the Trustees of Northwood House
4. To confirm and authorise the Chairman to sign the Minutes of the ordinary meeting of the Parish Council held on 1 December 2009 (Paper A)
5. To receive any matters arising on the Minutes, not requiring a resolution
6. To receive a report by the Local Safety Neighbourhood Officer, plus an opportunity to discuss local policing priorities
7. To receive a report from Jacqui Darby, the Environment and Neighbourhood Officer for Northwood
8. Town and Country Planning
a. To consider the following applications received and make comments in accordance with the guidance for material planning considerations listed at

i. TCP/29003/B 56 Pallance Road, Northwood, PO31 8LW – Demolition of bungalow and garage; construction of two dwellings with parking and alterations to vehicular access
ii. TCP/12274/K Handys Stores, 359 Newport Road, Cowes, PO31 8PP – Demolition of garage, proposed single storey semi-detached house
iii. TCP/28346/B land adjacent 32 Fieldway Crescent, Northwood – Householder Application for the retention of 1st floor window on side elevation of approved end terrace house
b. To note the decisions taken by the Local Planning Authority since the last meeting of the Planning Committee
i. TCP/26015/C 45 Green Lane, Medham, PO31 8QG – Conditional Planning Permission for a proposed first floor extension over garage to form bedroom en-suite
ii. LDC/26015/B 45 Green Lane, Medham, PO31 8QG – Lawful Development Certificate for proposed enclosed swimspa pool
iii. TCP/27614/C 117 Wyatts Lane, Northwood, PO31 8PU – Conditional Planning Permission for a single and 1st floor rear extension to provide additional living accommodation (revised scheme)
9. To confirm that the Parish Council is now content with the Island Insulation Scheme
10. To approve the Parish Council’s Membership of the Isle of Wight Association of Local Councils (IWALC)
11. To give consideration to the setting up of a Northwood Parish Council website
12. To approve the Precept for 2010/11 (Paper B)
13. To consider if any action is required regarding the traffic lights at Stag Lane
14. To consider the letter dated 17 December from the Secretary of the Friends of Northwood Cemetery (Paper C)
15. To consider assisting with Scamnesty 2010 (Paper D)
17. Clerks Report
a. Administration
i. To consider the date for the Annual meeting of the Parish and to suggest a key note speaker
ii. To note that the Parish Council elections will take place on Thursday, 6 May 2010, provided that the General Election is not held on that date, in which case the elections will be postponed for three weeks to 27 May 2010.
b. Finance
i. To receive the interim budget statement to end of December 2009 and the bank reconciliation with Statement No 17 (Paper E)
ii. To authorise payment of the following cheques:
        000099, IW Council, Clerks Salary for November
        000100, £45.66, Mrs B Herbert, Clerks Expenses
        000101, £11.59, Chale Parish Council, Photocopying
        000102, £266.34, Came & Co, Annual Insurance
        000103, £44.92, Mrs B Herbert, Padlock and 20 keys cut 
18. To receive progress reports from Working Parties and to consider the recommendations of the Allotment Working Party (Paper F)
19. To receive the report of Cllr R Mazillius, the IWC Ward Member for Northwood (Paper G)
20. To receive an update on Isle of Wight Association of Local Councils (IWALC)  – Cllr Pullen
21. Correspondence.
        As per list circulated to Councillors with the agenda (Paper H)

24. To undertake a brief review of the meeting.

In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.

When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
