Dear Councillors

You are hereby summoned to attend an ordinary meeting of Northwood Parish Council, to be held in the *School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 7 December 2010 commencing at 6.30 pm for the transaction of the business set out in the agenda below. 
Members of the public and press are welcome to attend.

The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 6.30 pm for the duration of 15 minutes, if necessary.  This provides an opportunity for any member of the public to ask questions of members of the Parish Council.
AGENDA

1. To receive any apologies for absence.
2. To receive declarations of interest on items on the agenda
3. To confirm and authorise the Chairman to sign the Minutes of the meeting of the Parish Council held on 2 November 2010 (Paper A)
4. To receive any matters arising on the Minutes, not requiring a resolution.
5. To receive a report by the Local Safety Neighbourhood Officer, plus an opportunity to discuss local policing priorities.
6. Town and Country Planning
a. To note the decisions taken by the Local Planning Authority since the last meeting  –
i. TCP/30292  50 Venner Avenue, Northwood – Conditional Planning Permission for alterations and two storey extension to form sitting room on ground floor with two bedrooms at first floor level; formation of vehicular access and hardstanding
ii. TCP/ 24 Greenways, Northwood – Conditional Planning Permission for a single storey rear extension to provide dining area
b. To note the decision taken under the Town and Country Planning Act 1990 in respect of trees T1, T2 and T3 at the footpath rear of 2 Wyatts Close, Wyatts Lane, Northwood (Paper B)
7. To consider appointments of councillors to the vacancies on Working Parties and Outside Bodies
a. Isle of Wight Association of Local Councils – deputy councillor
b. Northwood Community Partnership – one vacancy
c. IW Council’s Steering Committee for Northwood in Bloom – one vacancy
d. A Health and Safety councillor
e. Traffic and Transport Issues Working Party – two vacancies
8. To consider any implications for the Parish Council in the light of the reports to be presented to the meeting of the IW Council’s Cabinet on 7 December 2010 (Paper C – link circulated by email on 29 November)
9. To consider the application for a Street Trading Consent for Julies Ices (Paper D)
10. To comment on the recommendations to extend the 30 mph restrictions along Nodes Road/Place Road (Paper E)
11. To consider what response, if any, to make with regard to the following IW Council consultations
a. Island Plan Proposed Submission Core Strategy consultation (2) available at www.iwight.com/corestrategy         (Details in Email circulated on 29 October)
b. Island Transport Plan consultation (Details in Email circulated on 18 November)
c. Proposal for changes to the Isle of Wight Council’s Charging Policy for Adult Social Care Services and Eligibility Thresholds (Details available on www.iwight.com – Consultations)
d. Proposal for the relocation of Westminster House respite care service to The Gouldings and The Adelaide (Details available on www.iwight.com – Consultations)
12. To consider the purchase of an additional seat adjacent to the new play area (Paper F)
13. Clerks’ report
a. Finance
i. To receive the interim budget statement to the end of November 2010 and the bank reconciliation with Statement No 28 (Paper G)
ii. To authorise payment of the following cheques:
 000173, Post Office, Clerks salary for October
 000174, £54.53, Mrs B Herbert, Clerks Expenses
 000175, £10.47, Chale Parish Council, Photocopying 
 000176, £30.00, IW RCC, Donation towards the Optio project
 000177, £279.00, Insertions in the Northwood News for 2011
 000178, £117.38, Urbaser Ltd, Emptying Dog Bins 27 October – 31 December
iii To confirm continuation of current level of Parish Council’s insurance with  Aviva at a cost of £265.00, this being the final year of the three year arrangement (Paper H)
b. Administration
        To approve that the 30 additional hours worked by the clerk, specifically in relation to the Play Builder project and the Allotments are approved.
14. To receive the report for information of Cllr R Mazillius, the IWC Ward Member for Northwood (Paper I – to follow)
15. To receive progress reports from Working Parties (Paper J)
16. To receive an update on the IW Association of Local Councils  – Cllr J Pullen
17. Correspondence – As per list circulated with the agenda (Paper K)

20. To undertake a brief review of the meeting.

 

 

PUBLIC SPEAKING
In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes. When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes. It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
