Dear Councillors

You are hereby summoned to attend an ordinary meeting of Northwood Parish Council, to be held in the *School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 4 January 2011 commencing at 6.30 pm for the transaction of the business set out in the agenda below.
Members of the public and press are welcome to attend.

The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 6.30 pm for the duration of 15 minutes, if necessary.  This provides an opportunity for any member of the public to ask questions of members of the Parish Council.
AGENDA

1. To receive any apologies for absence.
2. To consider the appointments of co-opted councillors and to receive their declarations of acceptance of office and Register of Financial Interests.
3. To receive declarations of interest on items on the agenda
4. To confirm and authorise the Chairman to sign the Minutes of the meeting of the Parish Council held on 7 December 2010 (Paper A)
5. To receive any matters arising on the Minutes, not requiring a resolution.
6. To receive a report by the Local Safety Neighbourhood Officer, plus an opportunity to discuss local policing priorities.
7. Town and Country Planning
a. To note the decisions taken by the Local Planning Authority since the last meeting of the Planning Committee –
i. TCP/30325 103 Pallance Road, Northwood – Conditional Planning Permission for the demolition of garage; alterations; single storey side extension to create replacement garage and study; 1st floor extension to provide additional living accommodation (revised description)
ii. TCP/27600/D land at Nodes Farm, Nodes Road, Northwood – Conditional Planning Permission for alterations to existing telecommunications equipment to include the extension of 12m high monopole mast to 15m complete with 5 no antennas, additional equipment cabinet and associated works
iii. TCP/25467/A 34 Oxford Street, Northwood – Conditional Planning Permission for the demolition of garage         proposed replacement detached garage/workshop extension to driveway, proposed two storey side extension to provide additional living accommodation
c. To note the Appeal Decision from the Planning Inspectorate in respect of 66 Nodes Road, Northwood, PO31 8AD (Paper B)
8. To consider appointments of councillors to the vacancies on Working Parties and Outside Bodies
a. Isle of Wight Association of Local Councils – deputy councillor
b. Northwood Community Partnership – one vacancy
c. IW Council’s Steering Committee for Northwood in Bloom – one vacancy
d. A Health and Safety councillor
e. Traffic and Transport Issues Working Party – two vacancies
9. Precept 2011/12
a. To consider any implications for the Parish Council in the light of the reports presented to the meeting of the IW Council’s Cabinet on 7 December 2010 and the letter from Cllr D Pugh dated 17 December (Paper C1)
b. To consider the draft Precept for 2011-12, as advertised in the Northwood News (Paper C2)
10. To consider the purchase of The Journal of Local Planning – a quarterly guide to planning and the emerging role of parish and town councils by Navigus Planning (Details circulated by email on 23         November – Paper D)
11. Clerks’ report
a. Finance
i. To receive the interim budget statement to the end of December 2010 and the bank reconciliation with Statement No  (Paper E)
ii. To authorise payment of the following cheques:

12. To receive the report for information of Cllr R Mazillius, the IWC Ward Member for Northwood

BLIC SPEAKING
In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes. When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes. It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
