You are hereby summoned to attend an ordinary meeting of Northwood Parish Council, to be held at Northwood Primary School, Wyatts Lane, Isle of Wight on Tuesday, 5 August 2008 commencing at 7.00 pm for the transaction of the business set out in the agenda below.

Members of the public and press are welcome to attend.

The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 7.00 pm for the duration of 15 minutes, if necessary. This provides an opportunity for any member of the public to ask questions of members of the Parish Council.


  1. To receive and approve any apologies for absence.

  2. To receive any declarations of Members’ interests in items on the agenda.

  3. To receive a Police report from the local Beat Officer

  4. To confirm and authorize the Chairman to sign the Minutes of the previous meeting of the Parish Council held on 1 July 2008 (Paper A)

  5. To consider any matters arising on the Minutes, not requiring a resolution

  6. To receive the Register of Financial Interests from Cllr John Pullen and Mrs Marie Ely

  7. Town and Country Planning

  1. To consider the following application received and make comments in accordance with the guidance for material planning considerations listed at

i. TCP/21760/W BAE Systems (Defence Systems) Ltd, Newport Road, Cowes, PO31 8PF

Installation and erection of a test tower facility for sea trials equipped with 17 m high pole mast. The location of which will be situated on an existing concrete pad, minimizing the need for extensive groundworks.

Alterations; conservatory; 2 storey rear extension to provide additional living accommodation

  1. To be advised of an appeal, which has been submitted to the Secretary of State for Communities and Local Government, against the IW Council’s decision to refuse planning permission in respect of an application for a patio (revised description)(re-advertised application) at 22a Pallance Road, Cowes, PO31 8LN and to consider making any additional comments in respect of this application.

  2. To note the decisions taken by the Local Planning Authority since the last meeting:

      1. TCP/28535/A 28 Pallance Road, Cowes, PO31 8LN – Conditional planning approval for the demolition of garage and single storey extension; proposed side and rear extensions to include garage & conservatory; replacement &enlarged roof with dormer windows to provide additional living accommodation within roof space (revised scheme)

      2. TCP/29046 33 Nodes Road, Cowes, PO31 8AB – Conditional planning approval for a proposed loft conversion to include dormer window on rear elevation; conservatory; enclosed porch

      3. TCP/27614/A 117 Wyatts Lane, Northwood, PO31 8PU – Refusal of planning permission for alterations; ground and 1st floor extensions to provide additional living accommodation.

      4. TCP/17697/B 89 Pallance Road. Cowes, PO31 8LS – Conditional planning approval for replacement of pitched roof with flat to increase headroom providing bathroom at 1st floor level

      5. TCP/29083 77 Venner Avenue, Cowes, PO31 8AG – Conditional planning approval for conservatory, two storey side extension to provide additional living accommodation and garage

      6. TCP/05982/H Hillisgate Riding Stables, Hillis Gate Road, Newport, PO30 5UB – Refusal of planning permission for demolition of barn and stables, change of use of land for siting of 10 holiday homes, siting of 2 facility buildings, vehicular access and parking area

  1. To consider and prioritise five actions of greatest relevance from the Parish Plan – Cllr P Brooker (Paper B)

  2. To consider the response of the Northwood Community Partnership to the questions raised at the last meeting, in respect of their request for the Parish Council to submit to the Local Planning Authority the application, for consent to display an advertisement under the Town and Country Planning Act (Control of Advertisement Regulations) 2007 (Paper C)

  3. To consider approaching the Community Service Volunteers to undertake works identified around the village – Cllr P Fuller (Paper D)

  4. To consider the Parish Council’s view on the future status of the Northwood Community Partnership – Cllr C Palmerton

  5. To consider the provision of bus stop seating – Cllr C Palmerton

  6. To consider the request from Chale Parish Council for a contribution towards the training costs of the clerk. (Paper E)

  7. To approve the Risk Assessment Policy (Paper F)

  8. To approve the Internal Audit Control Tests (Paper G)

  9. To consider the letter received from the Leader of the IW Council, Cllr David Pugh and to identify any specific issues to be raised, should the Parish Council be minded to invite Cllr Pugh to a future meeting (Paper H)

  10. To consider funding 50% of the costs involved in the clerks attendance at the SLCC 34th National Conference in Reading on 18 October 2008 (Paper I)

  11. To receive the progress report of the Housing Needs Working Party

  12. To receive the report of Cllr R Mazillius, the IWC Ward Member for Northwood (PaperJ)

In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.

When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.

The total time allowed for questions/representations by members of the public will not exceed ten minutes for any given item

It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
