The Ordinary meeting of Northwood Parish Council to be held in the School Hall at Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 7 February 2017 commencing at 6.30 pm, for the transaction of the business as set out in the agenda below. The meeting of the Parish Council will commence immediately after the Public Forum, which will begin at 6.30 pm, for the duration of 15 minutes, if necessary. This provides an opportunity for any member of the public to ask questions of members of the Parish Council.

AGENDA

1. To receive and approve any apologies for absence
2. Members Interests
To receive any declarations of Members’ interests and written requests for Dispensations on items forming the agenda
3. To receive a report on any local safety neighbourhood issues occurring since the last meeting held of the Parish Council
4. To confirm and authorise the Chairman to sign the Minutes of the previous meeting of the Parish Council held on 3 January 2017 (Paper A)
5. To receive any matters arising on the Minutes, not requiring a resolution

6. Town and Country Planning
a. To consider the following planning application received and make
comments in accordance with the guidance for material planning considerations listed at

i. TCP/09468/A 2 Pallance Road, Northwood – Proposed two/single storey side extension
ii. TCP/18825/D Pear Tree Cottage, Pallance Lane, Northwood – Proposed residential development comprising of three detached dwellings with associated access, parking and landscaping
iii. TCP/04707/A 94 Pallance Road, Northwood – Demolition of garage; proposed side extension and loft conversion to include dormer windows on north and south elevations
b. To note the following decisions taken by the Local Planning Authority since the last meeting of the Parish Council:
i. TCP/10406/C Rose Cottage, Pallance Lane, Northwood – Refusal of Planning Permission for the demolition of garage; outline for detached dwelling with parking (revised plans)(readvertised)
ii. TCP/32786 Land at BAE Systems, fronting Three Gates Road, Northwood – Conditional Planning Permission for the proposed change of use of land to a car dealership to include sales area and workshops with associated parking
c. Application for the proposed hedgerow removal at Skinners Farm, Northwood (Paper B)
7. To consider the report of the Northwood WI Working Party (Paper C – Cllr Nicholson)
8. To consider the suggestion of contributing to the provision of an evening Youth Bus Service ticket for Northwood teenagers only (Paper D – Cllr Ward)(To follow)
9. To consider in detail the proposition to develop a proactive policy to support, encourage and facilitate wealth creation in the Northwood area (Paper E – Cllr Nicholson)
10. To consider making an annual award for the best planning development undertaken in the Parish of Northwood (Paper F – Cllr Nicholson)
11. To receive an update on the new Parish Council website and to approve the purchase of a new web address – Cllr Ward
12. To make comment on the proposals for the economic development plan being prepared for the visitor economy of the Medina Estuary (Paper G)
13. To consider revamping the Parish Council logo (Paper H – Cllr Fuller)(To follow)
14. To consider the damage that the Utility Services are doing to our newly resurfaced roads (Paper I – Cllr J Nicholson)(To follow)
15. To consider making an appropriate response on the following Consultations:
a. The Proposed Revisions to the adopted Affordable Housing Contributions Supplementary Planning Document (Paper J – Circulated by email on 6 January)
b. The proposed Freshwater Neighbourhood Development Plan and proposed Gurnard Neighbourhood Development Plan (Paper K – Circulated by email on 11 January)
16. To receive an update on the meeting held on 6 January with Andrew Turner MP and representatives of other local councils, with regard to the closure of Lloyds Bank and HSBC in Cowes and other relevant correspondence (Paper L)(Cllr Riddet)
17. To receive a report for information on Community Wellbeing – Cllr Nicholson
18. To receive progress reports for information from Working Party leads

i. To receive the interim budget statement to the end of January 2017 and the bank reconciliation with Statement No 2 (Paper O)
ii. To authorise, respectively, the following payments made:

iii. To authorise payment of the following cheques:

000496, £220, Northwood Community Partnership, to cover the hire of the hall for the Resident Events

v. To note the letter from the IW Council regarding the 2017-18 Tax Base and precept setting (Paper R)

PUBLIC SPEAKING
In accordance with Standing Order 27, any member of the public wishing to speak on an item on the agenda may speak at a Council meeting at the start of the agenda item for a period not exceeding 3 minutes.
When a ‘Group’ of members of the public wish to speak on an item, they will, subject to the Chairman’s discretion be required to nominate a representative who may speak for a maximum of 3 minutes.
It would assist the smooth running of the meeting if you would advise the clerk prior to the start of the meeting of your wish to speak.
