Minutes of the Meeting of Northwood Parish Council, held in Northwood Primary School, Wyatts Lane, Northwood, Isle of Wight on Tuesday, 4 January 2011

Present: Councillors John Pullen (Chairman), Paul Fuller (Vice Chairman), Pat Bentley, Colin Cramp, Roger Mazillius (IW Ward member for Cowes South and Northwood), Ray Mew, Chris Riddet

There were two members of the public present.

140/10-11 Apologies
Apologies had been tendered by Cllr John Fuller.

141/10-11 To consider the appointments of co-opted councillors and to receive their declarations of acceptance of office and Register of Financial Interests.

RESOLVED

i. THAT Roger Mazillius, Ray Mew, Chris Riddet be appointed as co-opted councillors;
ii. THAT the declarations of acceptance of office of Cllrs R Mazillius, R Mew and C Riddet be received.
iii. THAT it be confirmed that the Register of Interests from Cllrs R Mazillius, R Mew and C Riddet were in order and complete.

142/10-11 Declarations of Interest
Cllr P Fuller declared a personal interest in Minute No 146/10-11 a. as he was a member of the IW Council’s Planning Committee and a personal interest in Minute 147/10-11 v, as he was a member of the IW Council’s Economic, Environment and Tourism Scrutiny Panel.

143/10-11  To confirm the Minutes of the meetings held on 7 December 2010

RESOLVED :

THAT the Minutes of the meeting of the Parish Council held on 7 December 2010 be confirmed and the Chairman be authorised to sign them on behalf of the Parish Council.

144/10-11 Matters arising on the Minutes
a. Minute 123/10-11 Hand Held Speed Cameras – Cllr J Pullen advised of a meeting he had attended along with Cllr R Mazillius, where Police Sgt Mike Sizer had also been present.  The disappointment of the Parish Council over the discontinued plans for the use of hand held speed cameras had been raised
b. Minute 129/10-11 Isle of Wight Speed Limit Review – B3325 – Mr Ian Middleton, of the IW Council’s Highways and Transport department had advised that the current speed limit order required to be signed off and implemented, prior to him being able to formally advertise the proposals.  Mr Middleton anticipated this would occur around February 2011. Cllr R Mazillius advised that, following representations, the proposal to reduce the speed limit from 40 mph, along a section of the Newport Road, had been withdrawn.  Cllr R Mew referred to speeding, which he had regularly witnessed along the newly widened Stag Lane.  He was advised to report any such incidents to the police on tel 101.
c. Minute 131/10-11 Additional bench – The clerk had written to the Parents Teachers Association of Northwood Primary school and awaited a response.
d. Minute 132/10-11 (ii) Urbaser Ltd  – The clerk highlighted the responsibilities of the Parish Council under the service level agreement with Urbaser Ltd, for the emptying of dog waste bins. The Parish Council was expected to ensure that the bins were not improperly used, overloaded, overfilled or damaged and also would be required to make good any damage done to the bins.
e. Minute 137/10-11 Northwood Primary School Lunchtime Gardening Club – A question was raised as to whether any further information had been received regarding the approach made to B&Q.  In the absence of Cllr John Fuller there was no further update available.

145/10-11 To receive a report by the Local Safety Neighbourhood Officer
PC Mark Thomas presented the report of the Safer Neighbourhood Officer on events that had taken place since the last meeting.  December had again been a very quiet month, with virtually no crime of any note within Northwood.  Particular mention however, was made of a series of thefts from motor vehicles, which were still ongoing in the Cowes area.  PC Thomas repeated his caution from the December meeting, for members of the public to keep vigilant, and again stressed that all vehicles should be kept locked and valuables out of site at all times.

146/10-11 Town and Country Planning
a. The following decisions taken by the Local Planning Authority since the last meeting of the Planning Committee were noted –
i. TCP/30325 103 Pallance Road, Northwood – Conditional Planning Permission for the demolition of garage; alterations; single storey side extension to create replacement garage and study; 1st floor extension to provide additional living accommodation (revised description)
ii. TCP/27600/D land at Nodes Farm, Nodes Road, Northwood – Conditional Planning Permission for alterations to existing telecommunications equipment to include the extension of 12m high monopole mast to 15m complete with 5 no antennas, additional equipment cabinet and associated works
iii. TCP/25467/A 34 Oxford Street, Northwood – Conditional Planning Permission for the demolition of garage proposed replacement detached garage/workshop extension to driveway, proposed two storey side extension to provide additional living accommodation
iv. TCP/30317 61 Pallance Road, Northwood, PO31 8LP – Conditional Planning Permission for alterations and extension of bungalow to include enlarged roof and roofspace accommodation; decking and terraces
b. The Appeal Decision from the Planning Inspectorate in respect of 66 Nodes Road, Northwood, PO31 8AD was noted.

147/10-11 To consider appointments of councillors to the vacancies on Working Parties and Outside Bodies

RESOLVED :

THAT the following appointments be approved:
i. Isle of Wight Association of Local Councils – Cllr Ray Mew
ii. Northwood Community Partnership – Cllr Ray Mew
iii. IW Council’s Steering Committee for Northwood in Bloom – Cllr John Pullen
iv. A Health and Safety councillor – to remain unfilled
v. Traffic and Transport Issues Working Party – Cllr Chris Riddet (Lead councillor), Cllr Paul Fuller, Cllr Roger Mazillius as the IW Council Ward Member for Cowes South and Northwood.

148/10-11 Precept 2011/12
a. To consider any implications for the Parish Council in the light of the reports presented to the meeting of the IW Council’s Cabinet on 7 December 2010 and the letter from Cllr D Pugh dated 17 December
Discussion ensued on possible implications for services in Northwood, following the budget situation being faced by the IW Council.  However, no specific details of proposals, which could have a detrimental impact for Northwood residents, had been advised.   The deadline for Parish Councils in notifying of their Precept for 2011/12, had been extended until 11 February.  Councillors were aware that the Wight Bus was due to cease in August.  Preliminary discussions were scheduled to take place with representatives of Gurnard Parish Council and Cowes Town Council on 13 January, to consider the practicability of establishing a scheme, similar to the FYT proposals for the West Wight.

RESOLVED :

i. THAT Cllrs C Riddet and R Mew (subject to their availability) attend the meeting, jointly hosted by IWALC and the IW Council, scheduled to take place on Tuesday, 11 January 2011;
ii. THAT Cllr C Riddet to also attend the meeting of the Cowes, Northwood and Gurnard Community Transport Forum on 13 January 2011.

b. To consider the draft Precept for 2011-12, as advertised in the Northwood News

RESOLVED :

THAT the Precept of £11,228.00 for 2011-12, be approved.

149/10-11 To consider the purchase of The Journal of Local Planning
The clerk advised that the annual subscription for four issues would cost £50.00, which would entitle access to Navigus Planning services at preferential rates.

RESOLVED :

THAT it be agreed to not purchase the quarterly guide to planning as the training sessions provided by IWALC, were considered to be more beneficial.

150/10-11 Clerks Report
a. Finance
i. The interim budget statement to the end of December 2010 and the bank reconciliation with Statement No 29 were received and noted.

ii. To authorise payment of the following cheques:
000179, Post Office, Clerks salary for November
000180, £27.40, Mrs B Herbert, Clerks Expenses
000181, £7.60 Chale Parish Council, Photocopying
000182, £265.00, Broker Network Ltd, Annual Insurance Premium

RESOLVED :

THAT the above cheques be approved for payment.

151/10-11 Report of Cllr R Mazillius, the IWC Ward Member for Cowes South and Northwood
The report of Cllr Roger Mazillius was received and noted.  Particular mention was made of the difficulties faced by the IW Council in setting the budget and staffing implications.  A delegation from the island had met with Government Ministers to raise questions on the concessionary fare bus scheme.  It was anticipated for a response to be received by the end of next week.

152/10-11 Progress reports from Working Parties
Cllr P Bentley reported on his recent work undertaken in the production of a Village Design Statement. He hoped to meet with planners shortly to discuss progress and would report back in more detail to the next meeting.

153/10-11 Update on the IW Association of Local Councils
A meeting was scheduled to take place later this month.  It was councillors’ view that the relationship between the IW Council and IWALC had much improved of late.

154/10-11 Correspondence.
Correspondence received was listed in the report circulated with the agenda and updated further at the meeting.

155/10-11 Councillors’ reports
Cllr J Pullen reminded that an official opening of the play area had not yet taken place.  The advantages of waiting until the spring, possibly combining it with the installation of a new park bench were highlighted.  This to be an agenda item for the next meeting.

156/10-11 Future agenda items
February meeting:
To evaluate the benefits of continuing with councillors surgeries.
