NORTHWOOD PARISH COUNCIL REPORTS

Future Meetings of Northwood Parish Council
The next meetings are currently scheduled for:
May 4th Full Council
May 18th Annual Meeting of the (new) Parish Council
The current Parish Council completes its term of office early next month and the new Parish Council will commence its term of office on May 10th. The last meeting of the current Parish Council will therefore be as above on May 4th.
There were 4 candidates nominated for election as new councillors against the 8 vacancies. These candidates were therefore returned unopposed, and there will be no parish council elections in May.

Meetings are being held in Northwood Primary School hall and start at 6.30pm. Public attendance is welcomed and prior to each meeting there is an opportunity to ask questions of members of the Parish Council. Confirmation that any meeting is proceeding as scheduled may be obtained from the Clerk – contact details above. Minutes and agendas are displayed on the Community Notice Board.
Summary of Recent Parish Council Meeting
The Full Council met on April 13th. Business included:
• The receipt of reports from the Local Safer Neighbourhood Officer (PC Mark Thomas) and the Environment and Neighbourhood Officer (ENO) for Northwood (Jacqui Darby).
• Consideration of six planning applications.
• The noting of decisions taken by the LPA since the last Parish Council meeting.
• The approval of the Annual Report of the Parish Council.
• A discussion on issues re. the proposed closure of the Cowes to Newport cycle track.
• Further discussion on the new allotment site at the junction of Pallance Lane and Wyatts Lane.
• The receipt of the report from the IWC Ward Member, Cllr Mazillius.
• The noting of correspondence received since the last meeting.

Neighbourhood Watch Report (Cllr John Pullen, 01983 281250)
Although there have been no serious crime incidents in the village, the police have asked me to remind everyone to ensure that sheds and garages are securely locked. I have a leaflet that details how to make sure your shed and small building are secure and a form on which you can list the items stored inside, i.e. tools, bikes. This record will help to check any missing items. Please ring me if you require one.
There are still scams going around, particularly telephone ones, supposedly from BT. Do not be fooled by these callers, who threaten to cut you off if you do not comply.
There is a seminar at the Riverside Centre on the 20th of April on illegal money lending and loan sharks. This starts at 10am. I shall report back in future bulletins.
There has been a cold caller in the village from a food company. He has been challenged by villagers and has moved on to Gurnard. This has been referred to Trading Standards.
Late news: A van was taken from Pallance Road. The driver left his keys in the van and it was driven away. The van was later found abandoned, but missing all the driver's tools.
Please DO NOT leave keys in unattended vehicles, even on your driveway.
No Cold Calling
I still have a small supply of the 'No Cold Calling' window stickers if anybody needs one. Please let me know of any incidents of people cold calling, or ring Trading Standards on 01983 823370.

The 08450454545 number for the Police enquiries is still active, but being phased out in favour of 101
Use 999 for emergencies; Use 101 for all non-urgent matters, or to report:
Vandalism and Graffiti – Noise Nuisance; Threatening and Abusive behaviour;
Abandoned vehicles; Dumping and Fly Tipping; Drunk and Rowdy Groups;
Broken Street lighting; Drug related Anti-Social behaviour.

You do not need to identify yourselves and the calls are not recorded.
The Peculiarities of a Parish Council (Cllr Colin Cramp, 01983 289996)
• A parish council can be established if just 10% of the electorate want one. They sign a petition, and then central government are almost certain to approve it.
• A person residing within 3 miles of the parish boundary can qualify to be a councillor. So theoretically the whole of Northwood Parish Council could be made up of people from East Cowes.
• A parish council is prohibited from meeting before 6pm even if all of the members wish to meet at an earlier time.
• The agenda and papers for each meeting must be delivered to each councillor in hard copy. Even for Northwood this is dozens of sheets of paper each month for each councillor. Distributing it electronically (e.g. by email) is not allowed. The agenda is a summons to the councillors to attend the meeting.
• The council does not have to hold its meetings within the parish. Northwood Parish Council could meet in Portsmouth if it so wished!
• A parish council is instructed to hold two annual meetings a year around each April / May. One is called the Annual General Meeting, the other the Annual Meeting of the Parish.
• A parish council does not have any powers except to set a precept and spend the money.
• To get rid of a council, even if the overwhelming majority of the electorate vote to abolish it, is extremely difficult.
VOXPOP Concert, May 30th (Dee Ferris – Gatcombe Parish Council)
If you haven't heard of us we are a new contemporary choir with over 100 members and we will be singing at the Medina Theatre, Newport on Sunday 30th May, 2010 at 7.30pm.
The concert is in aid of the Earl Mountbatten Hospice.
