MEETINGS
Meetings of the Parish Council are held on the first Tuesday of the month, commencing at 6.30pm.
The meeting of the Planning Committee, if required, is held on the third Tuesday of the month, commencing at 6.30pm.

Highways PFI Contract
Mr. P. Le Penn addressed the Parish Council making reference to the response received from IW Cllr E Giles to councillors’ recommendation, resolved at the previous meeting in regard of the PFI contract.  Mr. Le Penn gave his personal views on the reply and also quoted from the ongoing correspondence between himself and the IW Council.  A proposed course of action was tabled by Mr Le Penn to assist councillors’ deliberations.
In discussion, it was suggested that a constructive way forward would be to extend invitations to an officer from the IW Council’s Highways Department and to the Cabinet member for Highways to attend a meeting of the Parish Council. They could then explain the Highways PFI and any other highways issues that councilors or local residents wished to raise.
Mr Le Penn highlighted the apparent difficulties he had encountered in obtaining a full response on the questions he had raised to his complete satisfaction. It was decided that invitations be extended for an officer from the IW Council’s Highways Department and to Cllr E Giles, the Cabinet member for Highways to attend a meeting of the Parish Council. Invitations have been accepted for the meeting of December 6th.

Review of Parliamentary Constituencies
The Parish Council supports the recommendation to have two Members of Parliament representing the Isle of Wight.  However, in the light of the desire to achieve more community cohesion, they considered that neither of the parishes of Newport and Ryde should be split.

Play Area New Seat
Cllr J Pullen advised of his intention to research the cheapest option to securely fasten the new seat to the concrete base on the play park.  Cllr P Bentley had agreed to assist in the preparation of the concrete base prior to the installation of the seat.

Football Pitch at Venner Avenue
A grant of £50 be approved to the Cowes Concert Band to help with there appeal.

Northwood in Bloom
Cllr Pullen had visited Ryde House Nurseries, to order the winter planting. The plants were delivered during the following week.  Volunteers would be needed to clear the existing stock.

Football Pitch Working Party
An update was provided on the meeting held with officers from the IW Council.  A number of options had been discussed and these are being evaluated , and report is being prepared for the November meeting.

Northwood in Bloom
Mention was made that action should be taken to contact Ryde House Nurseries to order the winter planting. Cllr Pullen agreed to assist Cllr Mazillius with this.  The source of a large supply of free well-rotted manure was noted. It was decided that  a programme to replenish the compost in the planters/tubs be commenced, at a maximum cost of £50.00.

Community Bus Forum
At the October meeting, attended by Marc Morgan-Hughes and Tanya Simms from Southern Vectis, it was confirmed that ticket machines will soon be on the bus with a flat fare of £1 for those who do not  have a bus pass, 50p for children. Problems with the first bus keeping to time were discussed, Southern Vectis are going to try to ensure that the vehicle is in place in plenty of time for the driver to make a 9.30 am departure from the Co-op possible. The number of trained drivers has now reached 20, thus easing the need for volunteers to do more than one day a week.

Crime Report
September had again been a very quiet month, with virtually no crime of any note within Northwood. Those crimes that had been reported tended to refer to domestic crime rather than criminal.
Sad to relate, there has been wilful damage by unknown person(s) to the slide part of the ‘Edge’ piece of equipment, on the Venner Play park.
The Police were continuing to actively target vehicle crime in the Cowes area.
Hampshire Constabulary have rolled out of Nemesis 2.  This is a joint approach by various police departments with particular emphasis on burglary and vehicle crime and the LAG priorities identified.
The suspected culprit of a £6k bicycle theft from Cowes has been apprehended and was awaiting trial.
Despite reports you may have read, PC Mark Thomas has gone to Newport, and will not be replaced. PCSO Steve Oatley will continue to patrol the area.
Cold Calling. There have been incidents of cold calling in the village. Please let me know when they occur.
I have a  supply of No Cold Calling window stickers, paid for by the Parish Council, if anybody needs one. Ring 281250
I have at present no Recycling bins, due in some part to the new bins being issued in the new year.
