Minutes of the Meeting of the Planning Committee, held in the WI Hall, Northwood, Isle of Wight on Tuesday, 21 September 2010

Present: Councillors Colin Cramp (Chairman), Keith Clatworthy, John Fuller, Paul Fuller

In attendance:

There were no members of the public present.

710-11 Minutes of the Meeting held on 19 January 2010

RESOLVED :

THAT the Minutes of the Meeting held on 19 January 2010 be confirmed as a true record and that the Chairman be authorized to sign the Minutes on behalf of the Parish Council.

8/10-11 Town and Country Planning
a. To consider the following applications received and make comments in accordance with the guidance for material planning considerations listed at
http://www.iwight.com/council/departments/planning/appsdip/MakingCommentsInfo.aspx
Cllr Fuller having declared a personal interest in the following item of business retired to the public seating area, prior to any discussion or decision thereon.

i. TCP/4016/B 84 Wyatts Lane, Northwood, PO31 8QA – Single storey extension to form utility room with wc and enlarges kitchen/dining room and lounge.

RESOLVED :

THAT Northwood Parish Council raises no material planning objections to this application.

ii. TCP/18291/P Land at Kingston south of Cowes Power Station west of Kingston Copse Kingslea Park East Cowes Isle Of Wight PO32 – Proposed concrete batching facility with associated ancillary facilities and regrading of site vehicular access (additional noise information)(revised plans)(readvertised application)

RESOLVED :

THAT Northwood Parish Council considered the proposed location for the concrete batching facility with associated facilities as set out in TCP/18291/P, to be too near to residential properties and totally inappropriate for this area for the following reasons:

a. Unacceptable noise levels from the facility, which may even be heard at Medham estate in Northwood;
b. Dust pollution from the facility could be damaging to people’s health, especially that of nearby residents;
c. Large numbers of heavy lorry movements causing increased traffic congestion, danger to pedestrians especially schoolchildren crossing the road leading to the facility, noise pollution to the nearby               residential properties adjacent to this road, dust pollution and damage to the roadway;
d. The facility would be detrimental to the river scene;
e. The possible detrimental effect of the toxicology on the, very rich in wildlife, local environment (most particularly on the local fish and fowl arising from any polluted run-off water;
f. The potential damaging effect to the local wildlife, in particular during the nesting/spawning season due to the level of noise and vibration;
g. The loss of amenity by the effect on the pleasure and ability to enjoy the use of the cycle track
h. The potential effect on tourism as the batching facility would be highly visible to yachtsman;
i. The location considered to be totally inappropriate and better suited if situated in a less inhabited area.

iii. Proposed O2 and Vodaphone Upgrade of the existing Vodaphone Base Station at Nodes farm, Nodes Road, Northwood
Councillors considered the letter from Tyco Electronics UK Infrastructure Ltd, which invited pre-application comments on the proposal for an extension o the existing 12 metre high monopole mast to a 15 metre high monopole mast complete with 3 Vodaphone antennas and 3 O2 antennas, plus associated equipment, prior to the submission of a formal planning application.

RESOLVED :

THAT Northwood Parish Council, at this moment, raises no concerns in respect of the proposal providing that the antenna is painted in a suitable colour, so to blend in with the adjacent environment in order that the visual impact on the area is kept to a minimum.

Cllr P Fuller returned to the meeting forum.

b. The following decision taken by the Local Planning Authority since the last meeting of the Planning Committee was noted:

TCP/30170 23 Wyatts Lane, Northwood, PO31 8QB – Amended Planning Permission for the demolition of extension; two storey rear extension to form kitchen/family room with additional bedroom over storage in roofspace
